Yes, you can rent from Jool with a foreign license, under certain conditions:
If you have a license issued by a country in the Schengen area*, then no additional document is needed.
If you have a license issued by a country outside the Schengen area, there are 3 possibilities:
If your stay lasts less than 90 days, send your license issued by your home country and the passport page with the dated entry stamp into France.
If your stay lasts between 90 days and 1 year, send your license issued by your home country and your visa.
If your stay lasts longer than 1 year, your foreign license is no longer valid (except for student visas). Send your French license.
For licenses issued in the United States, you will need to provide a document verifying the issuance date (not the renewal date) in addition to the license.
Note that, in all cases, the driver must have held their driving license for more than 5 years at the time of rental and must not have been subject to any cancellations, suspensions, or restrictions.
*The Schengen Area includes the European Union member states (except Cyprus and Ireland), as well as Iceland, Norway, Liechtenstein, and Switzerland.
